44 ft/lbs is the torque for the first step. After setting them to that in the correct sequence, set them to 59 ft/lbs. The third step requires that they be tightened an additional 80-85º, which is slightly less than 1/4 turn. I mark the head of each bolt so that I have a reference point.

Also, you are using new head bolts, aren't you? These bolts are torque-to-yield and can only be used once as they stretch when torqued.

Rocker shaft supports are 46-52 ft/lbs.
