Bore Area (Pi R^2) * Stroke * Cylinders

4.0" Bore, 3.0" Stroke

Bore Area = 2^2*Pi = 12.5664

12.5664 * 3 * 8 = 301.594

Bored .30 Over:

(2.15^2 * Pi) * 3 * 8 = 348.528

But, I am guessing you really meant .030 over:
(2.015^2 * Pi) * 3 * 8 = 306.134

Unless I am not understanding what you mean by .30 over then that would be a 349.
