I'd suggest putting a screwdriver through each side of the bottom and attempting to turn them.

Past that...knock two slots parallel to each other with a good quarter inch of metal in the middle in the bottom of the filter, then grab it with pliers, vice grips, or a wrech. Not exactly pretty or clean...but any port in a storm.
