That may be your problem! The Switch is bad if you have voltage without the brake pedal being pushed.

Unplug the connector @ the (BPS), end of the master cylinder. Check the switch not the connector for continuity. You should get continity with the brake pedal depressed. It has no continuity while at rest. There are no codes set for this switch.
