I bought a steering wheel restore kit from an autobody supplier many years ago. It was simple to do.
All I had to do was file a V groove around the cracks in the wheel and them make the epoxy plastic and fill in the cracks. After a day or so it was hard enough, that I had file it back to the shape and notches of the steering wheel design. Then paint it afterwards with a paint that adheres to plastic. It was not that difficult. Also the same steering wheel was used right up til 74 on those vans. The only difference was horn rings.
