Virginia is really strict on motor vehicles. Best advise for you is to contact an inspection station, the Virginia State Police or the Department of Motor Vehicles.

Guys, from what I just read on the web, it sounds like a device that allows your car to be quiet on the road but you can make it rumble when you like go down the strip. I'd venture to say that this is going to be illegal in Virginia.
