It needs someone with a grounding in the PRACTICE of Kansas penal code (PC) enforcement. In Tennessee it would be kind of hairy, unless someone had been through "concealed carry" school.
There are a number of steps involved before you can say: "Officer, take charge of the prisoner". This is true of any state, and is different in each.
