The steering column bolt you are talking about can be removed with a 12-point socket or 12-point boxed end wrench. I belive mine was a 9/16. Those are usually rusted on preety good so you may have to un-bolt the whole column and pull on the steering wheel in order to get it off the splines. I found that to be the easiest way for me.
