VIP Test Connector

I'm working on my 1996 4.0 L Explorer for the first time (other than routine maintenance). I'm attempting to diagnose a no start condition due to what I believe to be a fuel system problem. There appears to be a way to put the ignition in the start position, and run the fuel pump (without the engine running), but to do so, you have to short a lead on the VIP Test Connector. I have looked all over for that connector and still can't find it. Does anyone know where the VIP Test Connector is? Thanks in advance.
