Actually propane is 118 octane. You could go higher than 13:1, Cummins makes 2 versions of it's B series diesel converted to run on either LPG or CNG and if I'm not mistaken they are around 18:1. You also need to advance the timing running propane and you could even have the Distrib advance recurved.
