Check the shift cable bracket at the bottom of the columb for loose bolts. They can work loose and cause too much slack in the cable to let it go into park at the lever. Sometimes one will come completely out. Also check for worn out shift tube bushings. If the tube doesnt rotate completely to park it will block the security tab from engaging the tube allowing the lock cylinder to turn the switch to the lock position.
