I believe the transfer case motor is bad
Is the front driveshaft engaging when you switch to 4WD? If the front shaft spins when the truck is in motion and 4WD is selected, then the TC is fine.
also the hoses in the hubs are rotted and the lines corroded
All the more reason to abandon the existing vacuum hubs (or modify them to be engaged all the time).
