So you found a truck that really needs to be adopted (by you) here is what id do to start tracking down the owner.
First. If you can identify which property/parcel its on. Look at google earth images etc, look at adjacent parcels to get its relative position

Then check your local county recorders office. (Lots of county recorders offices have online maps and. )Basic ownership maps that hopefully you could access from the internet, if not make a trip to their office and get the owners name and mailing addresse on the parcel from them.

Look them up in phone book, or if not listed you at least have an addresse thet they send tax notices to.
