Seriously.... Get a wire diagram for the ecu.
There is only 1-2 wires that need power when key is on, put a toggle switch for those wires. When the ecu has power, it will turn the fuel pump on.
Then a push button to the solenoid and you're done.

Figure out how to safely get rid of the steering lock and then come back and ask if you don't understand still.
