I'm not sure where you heard that but it is not correct. My '91 single cab with a bench seat only has the captive nuts & studs for that seat only.
I will be installing bucket seats soon (using Bronco tracks) and I will need to drill three new holes for each seat. I'm pretty sure that the seat belt receivers will be fine where they are, but yet to verify that.
