Don't know why the blower started working, but are you sure you pulled the correct relay? The blower relay is second from the back (towards the firewall), the wiper/washer run/park relay is second from the front (toward the radiator).

The two circuits are otherwise unrelated as far as the power feeds or the relays go. I would look at the blower motor and speed control resistor if it quits again.

The wiper/washer is fed by fuse 15 (30A) in the power distribution box and fuse 11 (10A) in the under dash fuse panel. The GEM activates the wiper motor and wash pump based on control inputs from the multi-function switch.
