The [PSOM], Programable Speedometer Odometer Module has been known to cause drivability issues. The speedometer fluctuating is a good sign your headed in the right direction. Fuse 8 and 18 interior fuse panel feeds the PSOM, If you can duplicate the concern, try removing these fuses and see if it eliminates your issue.
