I'm not sure what it all means. Any help would be appreciated.
V-Ref should indicate 5.0 volts if I'm not mistaken. Somehow or other there is a V-Ref short somewhere, causing a low V-Ref voltage. Your APP readings are way off as well, according to the PC/ED reference values listed. APP #1 should read between 0.7 to 4.2 volts, APP #2 should read between 1.4 to 4.1 volts and APP #3 should read between 0.8 to 3.5 volts.

What does the wiring to the accelerator pedal look like? Is it all chewed up or completely intact?
