"Dropped an envelope" - should have asked her "Did you go after it with the cell-phone hand, or the one holding the steering wheel?".

I guarantee she was either on the phone, and/or dropped the phone trying to make/receive a call

If there was personal injury (not hers), I'd say get the cops to look up her cell account. But I doubt they'll do it for property damage.
