You can shut off the valve from opening and closing with just a tuner, but there are the fluke instances where the person doing the tuning may not have tuned it correctly and sometimes there are still issues.

I will say this, Matt at Spartan anecdotally found out that more people claim to have better MPGs with the EGR kept on then turned off. Now there are a lot of factors that go into MPG calculations, so take it for what it's worth, but that was one reason that towards the end of his SCT tuning days, he left the EGR on unless specifically told otherwise.
