The long cranking could be air in the HPO system if you have had that open. If you haven't, then it could be IPR o-rings, or the IPR itself.

Exhaust brakes work really well, but in my opinion, they aren't ideal for these trucks if you still have the stock up pipes with the donut gaskets. They fail and leak on easy enough on they're own...

Take the steering column cover off and there is...

Take the steering column cover off and there is one bolt that goes up through the center of that white box. Take it off and see if something is broken in there.
