Oil cooler replacement does not change the bypass valve. You must change the oil cooler cover to change the bypass valve. Idc does not come as a stand alone part. However, I wouldn't be looking at...

The pump won't get it to 16 psi. If the pump is not pumping, running it hot will increase the pressuere, but that should be obvious during the pressure testing with the gauge plumbed into the decade...
