This is how Ford should have done it in the first place. Why they wanted battery power to a switch for the cruise control is beyond my meager engineering skills.

I have no idea what your skill level is, so I cannot answer that. However, I bought a kit on eBay and I rekey my own locks. I have 3 Fords that all use the same ignition and door keys.

Then that is normal. Under load at WOT there would not be any vacuum. Also be aware that, once off idle, ported and manifold vacuum will be the same.
