Is there a gasket in there? Is there possibly a stripped out hole? Best bet would be to junkyard this retainer and find out.

Just go down to the local auto parts store and drop the $6 for a new pcv valve. It could have been damaged during shipment or bad part. Not sure what you mean by bolting down the retainer.

Yes you could have gotten a bad PCV valve. Where did you get it from? A leaky EGR valve would be SUPER noticeable.
