I agree - the synchro 1st makes the T19s more user friendly.

I think the 4.02 versions were more commonly in diesel engined trucks; the one I swapped into my F250 (351W) was from an '86 diesel.

T18's weren't factory-installed behind 460's - but T19's were, & both have that...

I've remedied two sticky C6 governors in the past...

I've remedied two sticky C6 governors in the past by finding a quiet back road, & driving in reverse for half a mile or so.

If it doesn't appear to be flooding (black smoke, rich gas smell etc) I would pull the wire from the center of the distributor cap, install a spark plug into it, then sit the plug on a grounded part...
