Get a good set of copper or steel core gaskets. They'll never leak as long as you make sure to go back and tighten them again after a week or so.

Don't sand down the surface, clean it up as best...

Your owners manual probably lists which fuses are delayed (the radio fuse would be a good place to look) and use a fuse tap to get power from it instead of hacking into your factory wiring.

You say the starter is new. Is it new like you replaced it awhile ago, or you replaced it after this problem started?

There's a big gap in the record, but it looks like it kept moving based on the ODO readings. 20k miles in that 7 year gap prior to 06. Then 2k more before owner 2. Owner 2 ran it for 5k in 4 months....
