With glass packs the only way you get it louder is to make them shorter, with the least amount of bends in the short pipes and even more noise the closer you put it to the motor and then the packing...

I haven't used tilt columns on my personal vehicles but I've repaired a few aftermarket and OEM ones (taken out a few aftermarket ones too), I would rebuild an OEM one. Aftermarket ones don't last...

I was going to add, maybe a cut piece of brake line bent into an oval shape and tapped over the pawl....with some locktite inside for extra insurance.
