That's the way I do it as well. I don't think you could get the split end of the carrier onto the knob bolt with a tire sitting on it.

Mine is a '53, but the axle/spring configuration...

Mine is a '53, but the axle/spring configuration is the same. In the picture below you can see how the springs are sitting on top of the axle. This is the way it needs to be.
