Normally ANY AND ALL shops doing welding on crossmembers and/or frames use excess heat causing problems later....

Plates are tricky on crossmembers given the geometry -- can you post a pic?

Is this an AOD (14 bolts on the pan) and are you sure it's shifting properly? --- normally 1st to 2nd is a bit higher than 1500.....................you may have a stuck TV valve, jugged up TV linkage...

The other controls (e.g Vent) are vacuum lines normally.................vacuum leaks are very common on these old trucks ........

Candidates:
(1) that stock elec fuel pump
(2) fuel pickup at the tank (may not be 3/8)...

Ok --- that stock elec fuel pump (originally spec'd for a smaller engine) isn't cutting it......combine that with the lack of a return, uninsulated fuel lines and you'll get fuel delivery...
