Thats worth considering.. However its not struggling to idle, its dead at idle completely.. It would have to be in the carb itself, as that used carb idles..

Yes, no carb adjustments have any effect. And as far as timing, i put an old junker carb on and it runs/idles fine.. but its not a good carb.
