Technically, yes that is the correct way to do anything with POR-15. Once it's dry, good luck trying to get something to adhere to it.

Be forewarned though, POR-15 is UV SENSITIVE!!!! It breaks...

I would agree that the power-torque curve has a lot to do with fuel mileage, but a lower (higher number) ratio is definitely going to kill your fuel mileage because of the RPMs you're running at.

Don't stretch it out too far from just one holding-spot. You're going to want to stretch it out by holding/gripping it in multiple spots along the rubber otherwise you'll just localize the stretching...
