It is also possible that the cable is broken. A speedo cable is 2 parts. An outer jacket and an inner cable. The inner cable spins inside the jacket. It can get dirty and brake or even rust.

Well, probably. Gonna have the boy pull the starter to get block casting numbers, and see for sure. Probably have him do the same on the tranny and transfer case as well.
