If there is no fluid leaking anywhere, especially at any of the wheels, then the master cylinder seals are internally leaking and the MC needs to be replaced.

Ummmm, that's a really bad idea. Steering columns are designed to collapse in the event of a head on accident. The collapsible column keeps the shaft from going through your chest.
