Welcome. I would say that a crate engine is going to make that hard to fit in your budget, unless you paint yourself. Me I would rather rebuild engines than paint.

In theory it would work from a pressure regulation perspective. You are going to create turbulence in the suction line just 1' from you pump and that may cause the pump to cavitate. It would work...

From the picture it doesn't look like there us any evidence of hub cabs being on these rims. No apparent scratch marks. These may just be some kind of trailer tires.
