Do you hear the fuel pump. Under the back seat driver side there is a access panel. I think its 3 phillip screws could remove and listen for pump to turn on.

You can drill a new hole its a 3/8 dia. that will put pedal lower . Just measure how far pedal is with the brakes pressed to see if you have the room between floor and pedal.
