The OEM connections throughout the stock fuel system allows air to enter the system. Rarely can you not find at least one which allows air. Especially if they've been disconnected and reconnected.

That could well be air in the line. I assume you're using a pressure transducer on the fuel bowl? If so, Use a mechanical gauge to see if it remains or goes away.

The Fuel Heater will only activate below 30*F.

It could be either the TPS or IVS from the Pedal. Or, could as well be corroded connections or wiring problems.

Although, to be sure, you would need a Bi-Directional Scanner to monitor PID's...
