The plastic sleeve is limiting your mechanical advance. I would remove it; you might not then need to reverse the arms.

For some reason your arms aren't stamped with the normal 10L, 13L, 18L etc,...

IMHO, if you will be towing & can live without OD, swap in a C6 or an upgraded C4.
You will lose a little mileage & power (mainly with a C6), but you will gain long-term durability.

It's not uncommon to see that in colder weather.
Moisture (from both condensation & combustion) accumulates in the crankcase on shorter, cool runs which don't heat the oil enough to evaporate it...

They did. And there was still an adjustable stroke on the pump lever, along with the automatic choke contributing while cold......so it all seems a step too far.
