I would check the fuel pressure if it doesn't have the upgraded spring. Also EBP, sticking turbo vanes, etc, but fuel pressure for sure.

I can usually get over 20 mpg, but to do it I have to do a full tank run at 60 - 65 with cruise control off, no stops. I've gotten 22 mpg that way, and it's fascinating to watch the SCII trip meter...
