sounds like you are connected to ported vacuum (above the throttle plate) vice manifold vacuum. Ported vac will increase with throttle whereas manifold vac drops.

I don't have any idea if it would decrease or increase the value of the truck. Few trucks are pristine enough that all original really matters. Unless you're just hanging on to it as an investment...

Any chance you have a multimeter? Could be alternator, voltage regulator, or battery.

If you remove the alternator, take it to napa and ask them to bench test it for you. Don't just start buying...

That's a reasonable price for a truck with no major problems and some work done to clean it up. But you can never tell until you get eyes on. look close at cab corners, and floor pans for rust.
