The '92 block won't accept the later roller cam assembly but you could plug in a HO spec aftermarket flat tappet cam like the Crane 444232.

You have to buy heads, cam, intake anyway so forget about those pieces, a 351 bottom end needs nothing but forged pistons to handle either one of these builds while you got to buy the complete...

You're forgetting the tuning both of those setups will require, that will have to be factored into the budget.
