I had a similar problem with a 99 Expedition years ago. Problem was the battery cables. Check that they're clean and tight, or replace them.

Very minimal effect having them locked all winter. Supposedly a little decrease in mileage. It's just the hubs that are locked, not the whole axle and drivetrain. You can always unlock them too...

I've noticed that in my 2011 - don't feel heat come out unless i crank it up to 73 or so (in just regular use). I also have a 2006 F350 where i don't have that issue.

I can't answer your question, but why not save yourself the aggravation and just manuslly lock the hubs. My auto hubs in my 2006 F350 stopped working years ago; I just manually lock them each fall...
