Emissions man, emissions. They are tuned to an allowable performance that meets low emissions standards. Their are always ways to mod performance with tunes. maybe not allot , but they can improve....

What??? everything I've read about every tuner shows how much torque and HP will be gained. I can change timing alone and change torque curve on ANY engine. I guess I'm curious about the no torque...

Replacing the coils doesn't seem like a good investment, there are 8 of them. Tuner definitely, and can't go wrong with a cold air and flowing exhaust.

No this does not hold up. The noise comes from the retaining pin at low idle. Not poor oil filters. It is a bad design no matter what the filter is. The holding pin gets wear on it and the phasing...
