I would place my bet on the cheap plastic regulator. The cable has probably gotten twisted on the spool inside. Mine started out slow on the upstroke before it started binding both ways.

The regulator is only available from a dealer. Check different dealers, as they seem to make up their own prices. There is a Ford dealer on the web who has some decent prices also.
