Starter issue, 1966 F100

My starter always turns over and spins, but sometime it does not engage and turn the motor over. The starter looks really old and filthy, it may be the original.

Do I need to buy a new starter?...

innie tabs are where the hubcaps clip on the steel wheel. Around 1966 they switches styles and I ended up with some of each.

The inner circle of the wheel needs to have tabs facing inward.
