Considering mine only got 10 MPG around town unloaded, with a great running and properly tuned 460, I'd say you should be thankful for 8-9 MPG!

Fuel filter on that should be after the high pressure fuel pump on the frame rail, near the front of the cab.

There *might* also be one in the fuel reservoir... I have not seen one with a filter...
