I do believe OEM cap does use a O-ring on it. New O-ring comes with the Motorcraft filter. As mention before make sure you have a known good OEM cap. yours may have been damaged.

First thing to come to mind is the multi-function switch, in your steering column. something may be shorted inside of it, it is related to all your symptoms.

I do not have a cold start issue but, if I can plug in my truck when it is 20 F or colder I do. Why make it hard on your batteries,FICM,and injectors if you do not have to!
