I would suspect the idle mixture is just set too rich. If it was the Seafoam, then I would suspect it would have failed both tests.

It will be a good carb for better mpg and low end torque. Usually Edelbrock carbs give pretty good mpg. Perhaps it needs smaller jets and or larger metering rods.
