I'm thinking the line (in red, above) may be the line intended for air supply for the models equipped with the air bags. Mine doesn't have them so perhaps this is the case.

Nope...all clean, lubed and move freely. Even if it were sticking I don't see it affecting startup on a fuel injected truck. The throttle cable isn't even moving until I stick my foot to the pedal.
