You can't try to use just the screw to get an arm off that's been on for 20 years.

Hit it like you are trying to snap the output shaft off.

Just put some pressure on it and hit the collar of the arm hard with a 3 or 4 pound hammer.

Most people remove the pipes and use brass plumbing plugs on the EGR spacer.

Point the wheels straight ahead.
Pop the arm off the box.
Center your steering wheel (mine is 3 turns lock to lock IIRC...)
Lock the wheel...

At least then you have a full set of marks.

Is that what you meant by choke valve?
It makes a lot of sense that it will not idle without that hooked up.
