Thats correct.
The ipr is a metered oil leak back to the oil pan, any unused high pressure is dumped back to the pan.
The icp is just confirming what the ipr is doing

Your issue was a bad sensor, the pcm and or the engine was unhappy with its input

Vref is always 5v, its 5v on every sensor on a 5v ref system.
Im not sure if this is the question you asked.
Sensor aka pcm imputs are 5 volts, solenoids aka outputs are alway 12v.
